A DEFUNCT sea view restaurant at Mount Batten is set to be replaced with block of flats after controversial plans were approved last night.

Businessman Andrew Preston wants to redevelop the Seawings Restaurant into a four-storey building containing commercial space and seven luxury apartments.

Councillor Michael Leaves, speaking on behalf of residents, said: "It is too large for the area, it's massive, it's domineering."

He said it also would be a blot on the landscape.
