Armed police officers were today called to St Budeaux Square and surrounded houses and shops in the area.
The operation follows a report of a firearm being used in a threatening manner last night in the St Budeaux area.
One man, aged 29, was arrested last night and is currently in custody.
Herald Crime Reporter, Carl Eve, at the scene said police first arrived at 10am this morning.
Further officers arrived through the morning and the operation was escalated at 12pm.
A dozen police vehicles were at the scene, including armed officers and dog units.
Police with dogs entered a property above the Consol tanning salon.
Streets surrounding the unit, at the corner of St Budeaux Square and Trelawney Avenue, were cordoned off.
Police units continued to arrive at the scene at 2pm.
Matt Clarke, A local resident who witnessed the police arrive this afternoon said: "I live near St Budeaux square and there are at least 10 police cars, its all cordoned off.
"At the bottom of Saltash Passage there is a burnt out car with police tape round it."
Plymouth Raiders player Drew Lasker had just pulled up outside Victoria Road School when he saw the road cordoned off.
He said: “They have the whole street roped off and a lot of police cars. There are some police standing outside and they are not letting people outside of their houses. It is a bit subdued because there are not many civilians around.”
Police reportedly now left St Budeaux Square at around 2.30pm.
The arrested man is currently in custody, awaiting questioning.
