The 46-year-old is considered vulnerable due to health reasons, say police.
His city-based family reported him missing on February 12 after he failed to turn up for a medical assessment earlier in the month.
It is understood he was last spotted in Guildford, Surrey, in late January or early February this year.
Investigators from Devon and Cornwall Police are working with the Surrey Police Service as officers work to try to track Mr Thomson down.
They believe he may have travelled to either London or Surrey, but are urging people in Plymouth to be on the lookout.
Mr Thomson is described as white, of medium build and five foot seven inches tall, with light brown hair usually worn in a pony-tail.
He has blue eyes and has been described by police as having a "scruffy" appearance.
A force spokesman said: "John is thought to have been in Guildford, Surrey, in January or February this year, but his current whereabouts is not known and his family is growing increasingly concerned for John's welfare.
"John is considered vulnerable for health reasons and his family and police are keen to hear from hear from him.
"If you see a man matching John's description, or know where John might be, please call police."
