Concern for pony left out in the cold in Plymouth
POLICE and RSPCA inspectors say they have carried out welfare checks after reports of a horse tethered at the side of a busy Plymstock road.
The horse, which had a blanket, was spotted by motorists along Billacombe Road a short distance from the Morrisons superstore on Monday night.

The horse was still there on Tuesday morning and police said they were contacted by concerned residents. Further investigation has led them to the owner in a caravan placed at the nearby Pomphlett Farm industrial estate.
A spokesman for the RSPCA said a local inspector was investigating the matter but noted that tethering a horse at the side of the road farm was not illegal under current legislation.

The spokesman said as long as the horse's needs were being provided for under the Animal Welfare Act, then it was not illegal, although the RSPCA would rather see the practice banned.

“Just because it says Pomphlett Farm this is mis-leading, it is an industrial estate. It says the horse was tethered by a 'farm road' this is also mis-leading! The 'farm road' by (Billacombe Road) is a busy main road not a farm! RSPCA and the Police are governed by too much red tape and 'legality'. Perhaps they have to wait for the horse to break free, gallop down the road and cause an accident before any action is taken!”

“The RSPCA have been called to her and stated she is fine.
Under the NEWC code of practise for the tethering of equines Which Horse welfare charity's use, and us at Ponderosa Pony Rescue use.

Violations are 2.1- 3.1 -3.2 -3.3 -4.1 -4.2 -4.3 -5.1 -5.2 -7.1 -7.2 -9.1 -9.2
We are currently in talks with the RSPCA as to why this filly is still in the same area and not being looked after, so far its looking as they will not touch her till she's on the floor, I've heard some funny things in my time but them telling me, "the travellers are bomb proofing the filly by putting her near a road so when a bomb goes off if riding her she will be fine,"?? Me telling them its a gypsy cob and them asking me if its "one of them hairy ones with hairy legs"”

“bikerlad707. I am not on my high horse as you put it. Why are people who care about animals always do-gooders! Moorland ponies are used to their environment. This horse is obviously a pet, and I use that term loosely. I hardly think Billacombe Road is a suitable environment for a horse. By they way, it's reindeers!”

“star1 , all i was saying was that they do live outside all the time they are used to it so get of your high horse , calm down the go up to the moors were you will find loads of ponys without a blanket over them and they live on the moors all there lives .
it really gets silly with do-gooders , get the facts moorland ponys & travelers ponys live ourside .
why dont you have a go at father christmas his reigndeers have it a lot colder than we do .
but do they wear coats ? i think not”

“Ok so horses live outside all the time "Bikerlad707" but they should also be provided with adequate shelter. A busy road is not the ideal place for animals. Unless you're a traveller that is and they can get away with whatever they want apparently. The horse wore a blanket but that random hail storm would have been very frightening for him/her. What a shock the person who owns this horse lives in a caravan, probably some scrot who doesn't pay for anything and receives nothing but benefits that we pay for. Where the hell is Pomphlett Farm anyway?”
