Council should be fined over late bin collections

WITH the Government advocating fines for refuse bins placed outside of the stipulated hours, how will Plymouth City Council cope with such a regulation?

People are having to leave their bins out other than the day of collection due to failures to collect refuse on the day scheduled. Is the council seeking to raise revenue by way of numerous telephone complaints, or is it just continual bad management? People who pay charges to the council for the disposal of household waste are being fined for not meeting the rules of collection, with bins left outside of stipulated times. But doesn't the council have a contractual duty to pick up household waste within the allotted time?

It seems we have to make regular, long-winded phone calls to get the council to provide this contractual service. The remedy should entail a fine imposed on the council for every breach of contract that takes place on behalf of every customer contractually inconvenienced, and charges for related telephone complaints made good.

    “You can only speak as you find. For the last six years I've left my bins in exactly the same location and they've been collected without fail. Until last week. My wife noticed one hadn't been collected so I drove after the lorry for an explanation. I was asked where it was left but before I was able to answer the man who asked, another guy, presumably the boss, intervened. He returned to my house, took my bin, emptied it and apologised. I consider that good service. I think I was going to be told that my bin wasn't left precisely where it should have been. I live on a corner where anyone pushing a pram or pushchair would be hindered if I were to leave my bin there. They would have to go into the road. I would in fact be causing an obstruction, so I leave it butted up to the pavement in my gateway with the handles towards the pavement. The men pass my gate to go to neighbouring houses. My dilemma is this. In future do I put my bin on the pavement or do I risk it not being collected by leaving it in my gateway? Who would be liable if someone pushing a pram were involved in an accident because my bin was blocking the pavement? Similarly, after the bin has been emptied and just left on the pavement, whose responsibility does it become then? On one occasion I did see a blind man negotiating these bins with difficulty and went to his aid. Generally speaking, I find the guys do an excellent job. Bit of a "Catch22" situation.”

    “refuse collectors and the drivers get a bit of a hard rap, yes on occassion a bin may not get emptied garden waste may be left but these are not the norm. The vast majority of people get their rubbish collected on time week on week.

    I have seen the collectors out in all weathers getting soaked. So yes mistakes may happen but I dont believe that for one minute they would purposly not collect rubbish that has been properly presented for collection.

    If the council were to be fined for missed collections, who pays this fine. The people of plymouth via council tax payments etc.

    So in a nutshell no the council shouldnt be fined.”

    “IWill give a example of recyling we had two green bags full of garden waste we had some left over so we put the shrub cuttings in a black bag did they take the black bag contents no we phoned up to ask why we were told it was two much so thats it for us every thing of garden wast goes in the browne bin now and the pcc wonders why people dont recycicle . bluebell”
