Sandra Walsingham, for the Crown Prosecution Service, told the court the alleged victim was painting the wall of a property in Durnford Street, Stonehouse, on Monday.
She added that he was on a ladder three storeys from the ground.
Miss Walsingham said: "The defendant approached the bottom of the ladder and is alleged to have kicked it away from the wall, leaving the victim dangling from the window sill, holding on to it."
She added that a witness was quickly able to return the ladder, allowing the man to climb down safely.
Wells, of Hessary Drive in Roborough, did not enter any plea.
Magistrates heard that the case was so serious that it had to be sent directly to Crown Court.
Magistrates released Wells to appear before a judge on August 9.
Wells was bailed on condition that he does not contact the victim and stays out of Durnford Street.
