They will be joined at Plymouth magistrates court by 47-year-old Shane Johnston, from Longdown Gardens, Plymouth who faces one charge of conspiracy to supply class A drugs and one charge of conspiracy to supply the class B drug amphetamine.
The fourth man to appear before magistrates will be 26-year-old Darren Wood, from Thurleston Walk, Leigham, who is also charge with both conspiracy to supply class A and conspiracy to supply class B drugs.
Duggan was arrested by police in August last year at the Tesco car park in Lee Mill after a four figure sum of money was found in a car boot.
Duggan and Wood was arrested in September after officers carried out a routine stop-check on a red Volkswagen Polo on the Plymouth Road heading into Plympton. A quantity of suspected cocaine was found in the vehicle. Further searches of properties in the city uncovered an industrial press and what police suspected at the time to be a quantity of cutting agent used to bulk out illegal drugs.
Johnston and Wood were arrested in November following searches of properties in Mainstone and Leigham which uncovered 4.7kg of amphetamine worth around £47,000.
All four have been released on police bail and will appear before magistrates on March 13.
