He said: "We're extremely pleased to have been appointed to this role and look forward to an exciting couple of years with Orville and Cuddles and PMS International.
"Our sales and marketing team has already developed a detailed retail programme for Orville and Cuddles to raise brand awareness and deliver significant product sales.
"Although we are a newly formed company our team has over 20 years experience in the development and exploitation of intellectual property rights.
"We have several upcoming international deals in play and are very much looking forward to the future."
Keith Harris became nationally famous in the 1980s with his TV show Cuddles and Company, which introduced viewers to the comedy simian and his flightless, green feathered pal.
With Orville, the entertainer enjoyed a number four smash hit single in 1982 with Orville's Song, featuring the bird's catchphrase "I wish I could fly".
Mr Harris, Orville and Cuddles have continued to delight TV viewers and theatre goers and starred in the Cinderella panto at Plymouth's Theatre Royal in 2011/12.
Mr Shorrocks said: "Keith Harris with Orville and Cuddles have been such a huge part of the UK entertainment scene for so long now, that I am delighted there is still such a following for the brand.
"I am really looking forward to introducing Orville and Cuddles to a whole new generation with the help of 360 Licensing."
Steve Beverley, buyer at PSM International, said: "We're delighted to be working alongside 360 Licensing on a heritage brand such as Orville and Cuddles.
"Our focus will be on quality soft toys that capture the timeless sense of fun of the Orville brand.
"The toys will appeal to adults with a fond nostalgia for Orville, and a new generation of young fans."

“I am sure that politics being as is Mr Oliver Colvile is fully aware of how a puppet functions. Incidently, in cult and occult torture the place on the spine known as "Satan's Node" is approximately where one may imagine such a hand would enter in attempt control; it is approximately the point at which during extreme bouts of seizures I became terrified my spine would snap - countered in part by remembering to fit on my sides and attempt to slow the seizures. I was in this position after writing to Mr Colvile in early 2012, although had been tortured to its indoctrination around 2008.”
