Head of Toronto transport system appointed to Plymouth Airport campaign board

THE head of one of North America's biggest transport systems has been appointed to the board of the company fighting to reopen Plymouth's airport – saying the facility is vital to the future of the city.

Andy Byford, chief executive of the Toronto Transit Commission, in Canada, has become a non-executive director of Viable Plymouth Ltd and said: "It's inconceivable Plymouth does not have an airport – it's essential to the future wellbeing of the city.

Mr Byford, who runs an enormous transport network involving overground and underground trains, trams and 2,000 buses, said he will be on hand to offer advice and expertise to Viable, which wants to reopen Plymouth City Airport and restart flights.

"I have 25 years experience in transit and customer service – that's relevant," he said. Running a major transit network is not dissimilar, the logistics are the same. That's what I bring to the table."

The Viable company was formed by people unhappy with Sutton Harbour Holdings decision to close the 104-acre aerodrome in December 2011.

Viable formed a business plan and made Plymouth City Council "a formal offer" to acquire the freehold of the Roborough site.

But the 150-year lease is still held by SHH, which closed the airport saying not enough people used it to make it a financial proposition.

"We should be looking to get the airport reopened with a base model and take it from there," Mr Byford said. "If we can show there is a fast, reasonable cost, and high customer service alternative, I think people will use that airport," he added, but said: "In terms of the financial model I can't comment.

"The runway could be extended to facilitate larger aircraft – but get it opened first."

Mr Byford grew up in Newton Ferrers and went to school in Ivybridge before climbing the corporate ladder.

He held senior positions in the London Underground, with two UK train operating companies, and was chief operating officer at RailCorp in Australia.

He is now in charge of the third largest transit system in North America, with 500million passengers per year, in Toronto, a city with two airports.

He still has a flat in Plymouth and intends to return to the city to live one day.

He's also a Plymouth Argyle season ticket holder and was most recently at Home Park for the Boxing Day clash with Torquay United.

Mr Byford used the city's airlink regularly, and joined Viable more than a year ago.

He has met Viable chairman Raoul Witherall, who offered the non-executive role.

"Plymouth is a special place," Mr Byford said. "A place I feel strongly about. I have always been convinced we should have an airport.

"There's talk about a leading waterfront city and pushing the population to 300,000 and getting jobs to Plymouth – to me an airport is critical to that.

"It's got to be fuelled by jobs, an airport is an employment generator."

He said Exeter Airport is not an alternative because that city would be in competition with Plymouth to attract business, and rail and road improvements are a long-term proposition.

"The airport is a strategic asset for Plymouth," he said. "In the short term it's the only show in town.

"I can't imagine any other city letting an airport drift away. We'd be crazy to do that.

"But I am confident that, with the proper business model, Plymouth City Airport has a bright future and I will do whatever I can to help make that a reality."

Mr Witherall said: "Andy Byford brings relevant talent and expertise of the highest level to Viable.

"His involvement will help strengthen Viable as the company positions itself to acquire, recommission and operate Plymouth's airport."

    “The airport was built in 1925, then officially opened in 1931 by the Prince of Wales (the future Edward VIII abdication guy), and ran perfectly fine for the next 80-odd years until it was closed down at the end of 2011.
    There's summat funny going on somewhere..”

    “Magrathea2011: £10,000,000+ ? I'm not sure how much the leasehold is worth. The development potential of the site is huge but don't 75% of the profits of any sale go to the council? If they aren't allowed to build on the the value will drop, but at the moment they are still hoping to develop it so would want it's development value.”

    “"timplymouth" the amount of subsidy Plymouths airport would need is just a minute drop in the taxpayer ocean compared to the subsidy that the so called privatised railways now float on and would be a massive economic shot in the arm for Plymouths faltering economy.While I am a frequent user of the railways from Plymouth I am not blinded to the railways massive infrastructure shortcomings in the far South West particularly west of Exeter compared to places like Sheffield which is currently well under 3 hours on the Midland main line to London St Pancras,the Eurostar high speed 186mph terminus in London.Unlike Plymouths rail link to London the Midland main line will soon like the Great Western main line to Bristol/South Wales be electrified by 2019 together with a new fleet of electric trains.By contrast our rail service is going nowhere in the 21st century so we have no choice in Plymouth but to look beyond our Victorian rail infrastructure if we still want to be taken seriously in the business world.If HS2 the proposed North/South 400km (248mph) high speed rail link is built it will be quicker to get from London to Birmingham than from Plymouth to Exeter by rail.That is bound to further emphasis to the wider business world that Plymouth is rather too remote to consider investing in.Indeed the next phase of HS2 after Birmingham onto Leeds will see Sheffield added to HS2 as well.So you really cant compare Plymouths difficult transport situation with any other major city in England and so its about time the airport knockers and indeed the government recognized this unpalatable fact.”

    “For the record, Tudor Evans's Labour-led council signed the deal with SHH back in 2000, with an astonishing "Armageddon clause" in the lease apparently allowing them to sell it off for development should the airport lose money.”
