One lane was blocked and traffic in the area is reportedly very delayed.
The second crash took place just ten minutes later at 4.10pm on Alma Road outside the Milehouse bus depot.
A red Rover 45 and a black Piaggio moped collided leaving the motorcyclist with a suspected broken wrist.
Police, a fire crew and an ambulance attended the outbound lane of the carriageway.
Plymouth police's D section (@PlymPoliceDsec) took to Twitterat 5:25pm to alert drivers: "RTC's dealt with on #almaroad, #outlandroad. Road open and clearing so backlog should ease up soon but still busy."
Police said there is "traffic chaos" in the area, with tailbacks from the Pennycomequick roundabout.

“There's normally ambulances parked up in the bus depot ready for action, maybe a shortage of them today! worrying as they should of arrived within 10 minutes.”
