PUBLIC consultation on a draft permit which would allow Devonport Dockyard's incinerator to be built will end this week.

People have until Friday, February 3, to make their final comments to The Environment Agency.

In December the agency completed its 'technical determination' of MVV Environment Devonport Ltd's application for an incinerator at North Yard and concluded it was minded to issue a permit to the operator.

This meant the Agency was satisfied the conditions within the permit would provide a high level of protection to human health and the environment, should the facility start to operate.

The Agency has been running consultation since December 19 when they issued the draft documents. It went beyond the statutory 20 working days because of the disruption caused by Christmas holidays.

Chris James for the Environment Agency, said: "We are asking people to let us know if there is anything in the draft decision documents which they believe is inaccurate or missing or if they have any new information which has been missed. They have until Friday to submit their comments. We understand that there is strong opposition from some members of the public to the incinerator but the Environment Agency cannot make it's decision based on objections alone or comments made in relation to the planning application."

The decision to approve the plant was made by councillors on December 22.

Tom Taylor of Plymouth action group Incineration is Wrong who have protested against the plant, urged people to pass on their concerns to the Environment Agency.

He said the group's 'fight was not up' and they would still 'push ahead' against the controversial plans.

"If anyone knows anything about this subject which might make a difference they should voice that the Environment Agency," he said.

"We knew it would be difficult with the Environment Agency as they have never rejected one of these permits. The Health Protection Agency is still looking at on-going research into the long-term health impact of incinerators. If they are safe why are they still doing that?"

"The level of research about the impact of incinerators is limited and we would urge people to continue expressing their concerns to the Environment Agency."

The draft permit and draft decision document can be viewed on the Environment Agency website at http://bit.ly/t6qeav. Or on the public registers at: Plymouth City Council, Civic Centre, Armada Way, Plymouth.

The Environment Agency held a public surgery on January 16 to help people respond to the consultation.     Don't you think it more of a discourteous presumption than an argument? It seems to sit alongside the 'one size fits all' habitual argumentalist approach such as 'all students take drugs' or 'everyone in Barne barton deserves an incinerator' rather than considering reason, objective argument, facts or the feelings for those will be severely affected by this development.

    Personally, I feel the people of plymouth have every reason to be be incensed by the way in which their council has allowed 2 out of 3 truckloads of waste to be imported from all over Devon and beyond, to be burned in amongst people in one of the most deprived areas of the city.

    I think it scandalous that the German contractor will not be checking the waste or recycling any of it, and that their sister incinerator has been guilty of massive toxic mercury and other noxious releases into the local atmosphere as a result of taking in heavily contaminated industrial waste.

    In that context, I suppose it is quite reasonable to headline this article as a 'last chance'.”

    Yes it is an opnion but maybe some are more informed so opinions are substantiated.

    If you aren't interested and think this won't affect you why not just comment on another topic...but of course this is a forum so you are entitled to comment and so am I and whoever WinstonSmith0 is”

    “GreenGom - its great to know you care for your community and the people who live in it. Keep up the good 'head in the sand' work.

    Its not over yet so its not a 'last chance'.

    I'm glad I know people who do care and who are willing to fight this. I'd rather be associated with them than those who have no interest or compassion with what goes on under their noses in the name of so called democracy, fairness and transparency.

    You may not be interested, although you should be, in the issue of the incinerator or the proposed location but this along with the airport closure, sale of citybus, building of a life centre for which will not all will be able to use and many other diabolical decisions by PCC just highlights how those voted to represent you have no interest whatsoever.

    When something so very wrong is going to be plonked on your doorstep maybe you might start 'droning' and you'd have every right to just like we do but at least we are doing something positive.”

    “chrisplym0000 - no you are certainly not an expert and neither am I but I have done more research than you obviously have.

    Firstly it is not just Barne Barton that will suffer from this facility - there are hundreds of homes that are privately owned in very close proximity and we are not of the type you describe - maybe you are familiar with them yourself. I'd hasten to add that not everyone in Barne Barton is as you deem them to be and I would think Barratt Homes who are selling the new houses being built in Barne Barton would not be too happy to hear your comments. You want to try paying a damn sight more than £350 per month for your home and then having this plonked at the bottom of your garden - and before you say 'move' I can tell you for a fact that houses are not selling here due to this showing up on searches and people are pulling out - they don't want to live near it either.
    Its not just about the emissions - and how come you know them to be safe when world organisations are still doing research at this moment-maybe you should phone them and tell them you know more then they do. Read up before you make sweeping statements.
    I don't smoke but just because someone else does doesn't make this ok.
    Whatever people's stature no one deserves this on their doorstep - it is the wrong location and being sold on the fact of reducing the Dockyards energy bill. This will NOT secure the existance of the Dockyard, nor will it make one iota of a reduction to anyone in Plymouth's council tax bills. This about a German company making a profit and getting a foot in the UK door - that's what they wanted and that's what they are getting.
    More people are employed by the university and associated businesses.
    The construction will be approximately 300 jobs but not all at the same time and in the end there is talk of approximately 43 jobs of which 18 will be from the local area.
    A recycling centre could have employed more people, been more beneficial and been more accepted - something that will, in 15 years, still have a significant, major, adverse effect (not my words) where I live is not acceptable- why do you think I should think it is?

    The rest of Plymouth is allegedly having cleaner, nice developments. This is a divided city with one side being continually dumped upon whilst PCC produces documents claiming to be promoting a healthier city and closing the inequality gaps...not in the west of Plymouth.
    This site is NOT in the Dockyard, nor is it Devonport.
    Would you want it 62 metres from your lounge window?”

    I tend to be a bit more cautious about that statement. I would have no problem if it was just steam.Studies about the effects on health are still ongoing and all those nasty little toxic particles have to go somewhere. No need to put it near people. They wont have any choice unlike those who decide to smoke.

    I am not totally anti dockyard but if they make commercial decisions that are deliberately having a negative effect on the rest of the population then its time to say enough is enough.”
