Their arrests followed an incident on Mutley Plain outside the Dog and Duck public house at around 3.10am on October 6.
The 19-year-old alleged victim told police he heard a person shouting "fag" and "batty boy" just before he was allegedly struck around the head, knocked to the ground and repeatedly kicked.
The alleged victim, a student, was left with a number of broken ribs following the incident.
Bradford and the teenager have both been released on bail to attend Plymouth magistrates court on February 13.
