Martine Cotter of Twelve's Company was handed the Women of Achievement Contribution to the Community Award, sponsored by Plymouth City Council.
Twelve's Company provides specialist forensic and aftercare support to survivors of rape and childhood sexual abuse.
It has been recognised by the Home Office as a centre of excellence and a beacon of best practice for others.
Council leader Vivien Pengelly and assistant chief executive Carole Burgoyne presented Martine with the award at the Council House.
Cllr Pengelly said: "Twelve's Company provides invaluable support for people affected by sexual violence and Martine thoroughly deserves to receive this award for her work.
"This is recognition not only of Martine's own commitment and dedication to improving victim care and support but also that of the funders, trustees and other staff at Twelve's Company, as well as partners in Devon and Cornwall Police, health and the Community Safety Partnership", Mrs Pengelly went on.
"We are very proud of the whole team."
