Pc Wayne Marshall and colleagues from the south central neighbourhood team executed a warrant at a house in Mutley and arrested a male student.
A search of the house revealed books, templates, dozens of cans of spray paint, sketch plans, artwork, computer equipment, and photographic evidence.
Pc Marshall said: "This is the second positive graffiti warrant within a month, the previous being conducted at an address in Mount Gould in late August. A man was arrested at that location and a large quantity of spray paints and sketch plans were seized."
In a separate investigation, officers also arrested another young man in North Hill who was also in possession of graffiti items. A later search of his home address resulted in the discovery of a large quantity of spray cans.
Two males are currently on police bail pending further inquiries. One is due back on October 6, while the second is set to return on November 12. A third has been released with no further action.
Anyone with information relating to the identity of individuals or groups who commit graffiti damage is urged to call Pc Marshall on 08452 777444 or get in touch with Crimestoppers anonymously on 0800 555111.
