Players from Gloucestershire, Dorset, Somerset and Avon competed at the one-day event with Whittam booking his place in the last four with victory over Ryan Ellett (Avon) 4-2, 4-1.
Rhys Dunford, 15, from Plymouth was in the starting line-up but went down in the quarter-finals to David Reid (Glos) 4-0, 4-1.
Devon's Robert Knight went on to take the title, beating Sam Glynn (Dorset) 4-2, 4-1 in the final.
In the third-fourth play-off, Whittam was beaten by David Reid 4-0, 5-3 while Dunsford went on to finish in seventh place.
