Marriott, who played for the former Birmingham Bullets team, has also been appointed the city club's Community Coach.
Raiders II coach Tom Kambouris welcomed the signing of Marriott, who was originally brought up in Plymouth.
He left to take up a scholarship at Monterrey Peninsula College in California.
He played professionally in Hungary and France before returning to Britain to play for Bullets.
He then took up a playing offer in Spain before moving to Ireland at the start of the season.
Kambouris said: "Jay is a very important addition. He has competed at the highest level in the UK."
Kambouris added: "Jay is a testament to all young players in the city that with hard work you can go far and wide in this sport."
Marriott said: "I'm really excited to be back in Plymouth.
"It's an opportunity to push Raiders II on to their best season ever.
"I've been playing this season in Ireland, but the opportunity to return to Plymouth was too great to turn down."
Raiders are to dramatically expand their community coaching programme and hope to be running the Hoops 4 Health scheme in Plymouth schools next year.
