4PM: An insight into how Lord Nelson planned the naval campaign against the French has emerged after a secret letter was put up for sale in Exeter.

The letter was written from HMS Victory in February 1804 to Nelson's second in command.

The letter is the headline item in a batch of papers relating to the Nelson family which will be sold next week by auctioneers Hampton and Littlewood in Exeter next Wednesday.

3PM: A bid to create a unitary authority in Devon has received a boost from the Boundary Committee as it released its financial assessment of the scheme.

Devon County Council has tabled proposals which will see the county's district authorities, and itself, merged to form a single tier of local government.

The Boundary Committee has revealed it believes this proposal is "low risk" financially.

However, alternative proposals mooted by Exeter City Council – to create one authority covering Exeter and Exmouth and another covering the rest of Devon – have been deemed "high risk".
